Never been seen by a GP

I have been with this surgery since moving to Eastbourne 6 months ago. When calling for an appointment I received a call back but was not seen by a GP even though I had (and still have 2 months later) a painful red rash on my legs. Not even a request for a photo! How can a doctor diagnose some like this without seeing a patient?
No treatment just told to stop taking one of my BP tablets.
